This is a major forte of STEM. City Level Investment Plans (CLIP), City Development Plans (CDP); Housing & Land Development Program (HALDEP); support to Smart Cities and AMRUT cities like preparation of GIS based Master Plans; City Sanitation Plans (CSP) are some of the expertise areas in this sector, municipal finances, slum development plans; demand for housing. Other assignments in this area are capacity building, evaluation of housing projects; Organisation Studies for Urban Development Authority etc. Another important area of intervention is providing Project Management Support.
