Preparation of Tools and Guidelines for implementation of the Social Sustainability and Grievance Management Framework for TNUHDB - Tamil Nadu Urban Habitat Development Board (TNUHDB), Government of Tamil Nadu.

The Tamil Nadu Urban Habitat Development Board (TNUHDB), earlier known as, Tamil Nadu Slum Clearance Board, provides housing for the Economically Weaker Section (EWS) and the vulnerable populations residing in slums. With support from the World Bank, TNUHDB has prepared and adopted a Social Sustainability and Grievance Framework (SSGMF), comprises eight modules.

The assignment involved conducting i) 34 FGDs with different stakeholder groups; ii) three workshops with the Experts from the World Bank, TNUHDB officials and experts; iii) in-depth interviews with officials at state, district and project level officials of TNUHDB; iv) key informant interviews; and v) community visits. Based inputs from these, separate tools and guidelines were prepared for different types of housing projects viz. Reconstructing; ii) in-situ development and iii) green field. The tools and guidelines are also specific to different stages of the housing projects namely, a) Preparation; b) Implementation stage and iii) Operation & Management (O&M). A training Needs Assessment (TNA) of the TNUHDB officials at different levels was also conducted a s a part of the Institutional Strengthening module.
