Capacity Building and Training Programs (CBTP) for the Urban Sector in Tamil Nadu under the KfW assisted SMIF-TN II P2 Program: Package IV – Urban Governance & Management. Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFS), Chennai, Government of Tamil Nadu. Modules were developed for each of the 10 regional training programmes; national training programmes and state level workshops. In addition video-knowledge products were developed for all the training programmes, to facilitate learning by other ULB officials, who could not attend the training programmes conducted.

STEM along with CED, Thiruvananthapuram executed the Package IV of the KfW supported CBTP. It covered officials from all Urban Local Bodies (ULBs) - (Municipal Corporations, Municipalities & Town Panchayats), Directorate of Municipal Administration, Commissionerate of Town Panchayats, Tamil Nadu Water Supply and Drainage Board (TWADB), Chennai Metropolitan Water Supply & Sewerage Board (CMWSSB). By December 2024. A total of 1043 persons have been trained. Details of various capacity building activities conducted are as follows:

  • Regional Training programmes – Ten programmes were conducted in 29 batches attended by 784 officials.
    • Themes of the programmes:
      • Managing Urban Transformation for City Managers;
      • Training of Trainer – Course on Urban Planning;
      • Technical Software (s) / Application of Geo – Informatics in Urban Projects;
      • Green and Open Spaces – New Methods and Techniques;
      • Urban Development Leadership for Elected Representatives;
      • Street light management;
      • Project Management Software;
      • Hands-on Training on MS Excel, MS Word, and MS PowerPoint;
      • Computer Programming, Data Analytics and Visualization; and
      • Urban Data Management in Decision Making Especially in Service Delivery Planning;
  • State Level Workshops on ‘Roadmap for Localizing the SDGs - Monitoring and Measurement’ (The focus was on SDG 11 namely, Sustainable Cities and Communities) – Two programmes conducted at Chennai and Vellore were attended by 206 officials..
  • National Training cum Exposure Visits on ‘Blue-Green Infrastructure’ –Two programmes i) Indore-Bhopal and ii) Ahmedabad in January 2024. 53 officials participated -
  • Video Knowledge Products: Corresponding to the themes of the training programmes conducted for wider dissemination – 13.
  • Online Board Game: One.
    • In the training module Urban Data Management in Decision Making Especially in Service Delivery Planning, an online board game has been scheduled. An online board game developed by United Nations office for Disaster Risk Reduction (UNDRR) titled Stop Disasters game was played by the participants.
      • Four programmes organized at Chennai, Madurai, Salem and Trichy and attended by officials 110.
  • International Training Programme cum Exposure Visits: The following programmes are planned.
    • In the training module Urban Data Management in Decision Making Especially in Service Delivery Planning, an online board game has been scheduled. An online board game developed by United Nations office for Disaster Risk Reduction (UNDRR) titled Stop Disasters game was played by the participants.
      • Singapore and Malaysia: Managing Urban Transformation for Urban Policy Makers - 2 batches;
      • Australia (Sydney and Canberra): Latest Trends in Urban Water & Waste Water Management – Perspectives for Decision Makers – One batch.
